Hair trimming questions?

Under my horses chin to this nose he has these long (about two inch) hairs that just drive me crazy. Lol. It’s like he has a beard there or something, and it makes him look kind of funny. Would it be okay to use scissors to cut them off? I don’t mean down to the skin and I’ll be very, very, very care full when I do it, I will also use sharp scissors. Would scissors be okay instead of clippers? I don’t see why not…
Not whiskers, I can tell the different between those and whiskers.
